Supply Chain Management (SCM) is responsible for supporting Morupule Coal Mine business strategy by providing cost-effective procurement of goods and services.

1.

SCM is the only section authorised to award contracts or issue purchase orders to suppliers.

2.

All goods for the Mine coming from suppliers must pass through the SCM section.

3.

No work or goods shall be received in the Mine without an official order from SCM.

SCM is responsible for supplier registration and assessment as well as facilitating the marketing and testing of new or alternative products through the Standards Office.

Policies, procedures, and appropriate business processes are followed to allow for best possible position to obtain goods and services needed in a timely and cost-effective manner.

Supplier Development

Local supplier development involves supporting suppliers to develop competitive and sustainable competencies through the provision of interventions that will assist suppliers to make their products/services meet the company’s commodities and services needs and requirements, and the needs of other potential customers.

MCM collaborates with other stakeholders such as government and private entities to form partnerships on new or existing programs.

The following initiatives have been identified to develop the capacity of local suppliers:

Supporting suppliers to ensure that basic controls and financial management skills underline their operations.

Supporting suppliers to ensure that their products and services meet the needs and requirements of MCM procurement requirements and specifications as well as the needs and requirements of their other potential customers.

Implementing interventions aimed at building local supply capacity through a deliberate programme of supporting and assisting MCM local suppliers to improve their processes, SHE, productivity, cycle times, efficiency, quality and making their businesses more profitable.

Supporting economic activities and the establishment of SMMEs in localities surrounding MCM, by ensuring that the tendering and procurement process is made more accessible to SMMEs through products/services reservation schemes for local and citizen owned companies.

Support suppliers through mentorship and training geared towards business, technical and compliance requirements of suppliers in order to foster growth and sustainability of businesses.

Embedding supplier development in tender processes by including key performance indicators in contracts, which include but not limited to skills transfer and innovation.

Encouraging MCM multinational suppliers to engage in meaningful capacity building initiatives for citizens. Such capacity building initiatives could include but not limited to areas such as training, and skills development, social community investment activities, outsourcing and subcontracting of work to Citizen Controlled Companies.

Local Procurement

Morupule Coal Mine (MCM) commits to leverage its purchasing power to support and increase the participation of Botswana registered citizen owned companies in the provision of good and services to MCM.

The commitment to increase the participation of Botswana registered citizen owned companies is aligned to the provisions of the Mines and Minerals Act (section 12) which requires the holder of a mineral concession with safety, efficiency and economy.

A ctizen owned company is a Botswana registered company in which more than 50% of the voting share capital is held by a citizen(s) of Botswana

Procurement Process

1.

End-users identify need for goods/service & create requisition

2.

Requisition is approved and sent to SCM

3.

SCM sources quotations/tenders, evaluate and seek approval

4.

Suppliers deliver goods/service and Tax Invoice as per specification

5.

SCM performs Goods Received Process and forward to Finance for payment

6.

Finance pays as per payment terms on the purchase order

SUPPLIER REGISTRATION

The submission of a fully completed Supplier Assessment Questionnaire is the basic requirement for consideration for inclusion into Morupule Coal Mine (MCM) supplier database. Incomplete submissions will not be accepted.

1.

All documents submitted must be legible and bound, unbounded documents will not be accepted.

2.

Items marked with a star (*) on the Required Documentation Checklist, are mandatory, failure to provide these documents will result in rejection of the application.

3.

The completion of a questionnaire does not automatically mean you will be added to the MCM Supplier Database. Your details will be assessed for inclusion in the supplier database and the outcomes communicated.

4.

The application to register as MCM potential supplier is considered as an expression of interest to conduct business with the Mine.

5.

Registration and inclusion on the MCM Supplier Database does not warrant that orders will be placed with your company. Suppliers will be notified of specific business opportunities through sourcing inquiries run by the responsible sourcing Mine agents. Competitive quotes and tenders offering value will be the deciding factor in the adjudication of quotes and tenders.

6.

Should your application be successful, your details will be maintained amongst a pool of prospective suppliers who are available to be invited to suitable sourcing requirements or be put through a pre-qualification list should MCM wish to invite you.

7.

The Supplier Assessment Questionnaire must be completed and returned within three (3) months from the date of collection. Late submission will not be processed; a new form may be requested, if you so wish.
